Lisa Hurley

Lisa Hurley has practiced law and worked in the governmental affairs arena in Florida’s capital city for over 25 years. She joined Smith, Bryan & Myers (SBM) in 2016 bringing expertise across a broad range of policy issues including appropriations, economic development, land use, environmental regulation, public safety, criminal justice, children and family matters, procurement, and finance and tax.

Lisa joined SBM after working at the Florida Association of Counties for 5 years where she served as the Legislative Director. In that role, she developed and executed the statewide legislative advocacy efforts for all of Florida’s 67 counties on a wide array of issues. At FAC, Lisa successfully negotiated and passed legislation that resolved multi-county, multi-million dollar litigation spanning several years with the state over the costs of juvenile detention. During her tenure at FAC, she helped develop a well-respected, strategic thinking lobbying team and built coalitions that proved highly successful in delivering wins to Florida’s counties.

Lisa has a background in the public sector having served as Special Counsel and Deputy Secretary at the Department of Management Services under Governor Jeb Bush where she, among other things, oversaw state purchasing, the implementation of MyFloridaMarketPlace, fleet management, private prisons and negotiated large procurements.

Over the years Lisa has formed strong relationships with decision makers in Florida’s executive and legislative branches, as well as, local governments across the state. She is known for her tenacious advocacy and passion for her clients’ issues. Lisa is a lawyer with considerable experience in administrative, criminal and civil litigation, having previously practiced at global law firms Akerman, LLP and Foley &Larder, LLP.

Lisa previously served on the Board of Veterinary Medicine having been appointed by Governor Bush and reappointed by Governor Charlie Crist.

Lisa is a native Floridian and is a graduate of Florida State University where she received her B.S. in Economics and J.D. from Florida State University College of Law.

Teye began her career working within the Florida House of Representatives as a legislative analyst before relocating to Miami to represent private-sector clients before local governmental entities within South Florida. During that time, Teye maintained a presence between South Florida and Tallahassee to cultivate a legislative practice within Florida’s capital city before eventually moving back to focus exclusively on state governmental affairs.

Over the course of her career, Teye has spearheaded several high-profile policy initiatives which has earned her a reputation throughout Tallahassee as an effective and relentless advocate. In addition to traditional governmental affairs representation, Teye has also coordinated statewide public relations, communications, and grassroots campaigns. Teye’s diverse professional experience and in-depth understanding of issues allows her to successfully advocate on behalf of a wide spectrum of client interests.

Teye earned her Bachelor of Science degree from The University of Florida and her law degree from Texas Tech School of Law. Teye has been licensed to practice law in Florida since 2008 and is a member of the Florida Bar Association. Teye lives in Tallahassee with her husband, Ricky.
